- Will the Governor & Secretary of Energy & Environmental Affairs support the Regional Floodgate Project?
- If the State Legislature would intend to fund the full amount of the updated Feasibility Report & EIS/EIR, can the Corps of Engineers accept the funds and move out quickly with the planning, rather than compete for 2-3 years for Federal funding?
- If the Legislature would intend to totally fund the remaining design effort and plans & specs to be ready for construction (and prevent additional delays), can the Corps continue with design using Commonwealth funds? (Would excess funds be credited toward the Non-Federal share of project costs?)
- Can Congressmen by-pass red tape & get the project back on the road to Authorization, which is needed before Congress can appropriate funds for construction, to prevent additional delays?
- A Major Issue: Should/Can Congressmen Authorize the Project with the Corps of Engineers Operating and Maintaining (O&M) the Project with funds provided up-front by the Commonwealth? Or now that the Department of Conservation and Recreation (DCR) would likely be the new State sponsor, is the Region supportive of them accomplishing the O&M of the Project, as they do for the Charles River Dam?
